What are we changing?Upgrading Postgres database that Watson Assistant uses from v9.x to latest v12.x and restoring data in new database.Why are we making this change?Current version of Postgres v9.x is going EOL (end-of-life) in October.How will it impact the environment?Please note this change impacts ONLY Premium & "Enterprise with data isolation" plan instances.
Customers on Lite, Standard, Enterprise and Plus plans will not experience any outages.
The disruption will only be for a period of up-to 6 hours from the time your instances are upgraded and not the entire change window. 

The following features within Watson Assistant service are impacted & will not be available during the change:
    - Customers will not be able to do any authoring changes to their chat bots    - Customers will not be able to create, update, or delete Assistants     - Customers will not be able to create, update, or delete Skills     - Customers will not be able to create, update, or delete Skill Versions     - Customers will not be able to create, update, or delete Integrations     - Customers will not be able to create, update, or delete Workspaces     - Customers will not be able to assign Skills to AssistantsThe following features will be available and are unaffected throughout the change window:
    - The chatbot will function for runtime requests    - Message API requests for both V1 + V2 APIs will work    - Improve/Analytics capabilities (i.e. /logs + Recommendations in Assistant Tooling )    - Assistants, Skills, Skill versions, Workspaces, Integrations can still be retrieved via the API/Assistant Tooling        - "Read" calls work fine - its "write/update calls" to these resources that are impacted.Maintenance Duration: 10440 minutesDisruption Duration: 360 minutes
